Port Angeles City, Washington Loosens Rules for Short-Term Rental Owners—More Licenses Up for Grabs

The Port Angeles City Council in Washington just gave short-term rental owners something to cheer about. In a move to broaden opportunities for property owners, the council has expanded its ordinance, removing the previous restriction of one license per owner. Now, those who were in full compliance with past regulations can apply for Short-Term Lodging Business Licenses for multiple properties.

This change comes with a catch: owners and their rentals must still meet all other existing requirements outlined in Ordinance 3728. The overall cap of 200 Type II Short-Term Rental Business Licenses within the city remains firmly in place, ensuring that the local rental market doesn't get overwhelmed.

A small window of opportunity is set for eligible property owners to make their move. From August 26, 2024, through September 6, 2024, those who operated short-term rentals before July 1, 2024, and are under the same ownership can submit their applications for additional licenses. These properties must have been previously compliant with Ordinance 3577 and the 2023 Limited Moratorium.

‍The expanded ordinance opens doors for rentals in several zones, including the Residential Medium Density (RMD), Residential High Density (RHD), and most Commercial Zones. However, the Commercial Office (CO) zone will still require a Conditional Use Permit.

To navigate the application process, owners will need to head to the city's Online Licensing Portal. Required documentation includes proof that the property was a fully compliant short-term rental before July 1, 2024, along with meeting Washington State lodging tax requirements. Each property will need its unique account number and activation code, which can be found in the official registration letter.

Property owners who have been waiting to expand their short-term rental business in Port Angeles now have a limited time to act. With the right paperwork and compliance history, more properties can join the booming rental market, offering additional lodging options for visitors to this scenic coastal city.
